probably it is same, i assume he shared his work because of License problems, basically if you are using libraries which requires ( public share ) you need to share your work to avoid any kind of problems. ( if you are hosting it ).

Because I am pretty sure that the OgameX on Github is not related to ogamex.net

There is someone rebuilding an ogame clone and called it ogamex as well since he used to use that name years ago in an earlier project. He might have to rename at some point since ogamex.net is too succesfull

that is some well written good project, i dont know if those two are same, never played ogamex. this looks like ogame clone as you say.
